Tear off all loose material and repair the plaster or remove all the plaster and replaster?

If it's old lime plaster, you just have to knock it down.....it will come off sooner or later anyway.

Don't know much about plaster, but if I hit and scrape with a crowbar, the paint just comes off, everything else sticks like a rock. Feels a bit unnecessary to remove it then.

I completely agree. Old lime plaster is, somewhat exaggerated, almost like gypsum in consistency, meaning it is easy to scratch it.

Okay, here it's mostly just paint and a bit of putty that comes off when I hit it with the crowbar.

However, I’m going to rent a concrete grinder and go over it, so all the plastic paint disappears. And whatever survives that can stay
