What do you seal with between cement rings?

My drilled well is 2-3 meters below ground level with a chamber around it in the form of cement rings.

Water has leaked in between the top ring and the one below.

I am thinking of lifting the top one and applying some mortar, or some compound, then lowering the ring again, then I'm considering if I should smear some sealing compound on the outside before filling in gravel/soil around the cement rings again.

But what material should I use?

So big? where can you find these?

It is probably 100cm in diameter and 7cm thick walls.

I would have used Finja's Cementbruk A + their water stop.
