Yes, you should choose loads based on what you are going to design.

I had an exam a month ago and got the result today. I got this question wrong "What characteristic distributed load should a residence be designed for?". I added together floor slabs, stairs, balconies, and attics I and II and got 9kN/m^2

Yes, it is 3.5 that applies for the balcony and you answered incorrectly on the exam.
