I am renovating a bedroom where we have two exterior walls made of lightweight concrete (siporex) that we plan to wallpaper.

There was a woven wallpaper on these walls that I have already removed because it was quite loose, but unfortunately, there are now a few layers of old wallpaper left.

What do you think is the best thing to do in my situation, scrape down and sand until I see the lightweight concrete and fill, and finally wallpaper?

Or perhaps even put drywall on these walls?

What would you have done?

Remove underlying wallpaper that is loose, smooth out slightly, and apply a skim coat.

Gypsum often feels appealing, but windows and doors often cause some issues (the level differences, that is). For a "clean" wall, I would have used renovation gypsum.
 
Similar situation here a few years ago.

I steamed off all the wallpaper, several layers, and then glued up gypsum which I then painted on. It's quick to get the gypsum up, and since all the moldings etc. were to be redone, it was no extra work. If the moldings etc. were to remain, I would have plastered directly on the siporex. In choosing the plaster, make sure not to use anything dense since siporex itself is an open construction.
