Underfloor heating on intermediate joists + parquet = ?

I have a small dilemma, I impulsively bought 90m2 of parquet because of a good price. I was actually going to install the floor last of all.

I'm not quite sure what to do. I have bellan floor systems insulated with cellulose, underneath there is a basement about 14-17C, 30-40% RH. On the upper floor where the floor is to be laid, it is 15-18C 40% RH (unoccupied). The floor on the upper floor is a grooved floor panel with underfloor heating. The geothermal heating that will drive everything will be connected in a couple of months, meaning the floors are "cold".

I read somewhere that the underfloor heating must be on when laying the floor, is that true?
Can this be avoided by then slowly heating up the floors, or is it too risky?
I understand you basically need to lay a vapor barrier and then underlay paper. Are there other alternatives? I think I've seen some type of combined vapor barrier and foam product, is that any good?
