I have read on the internet about underfloor heating in a basement (concrete slab on the ground). Some believe that underfloor heating in a basement increases moisture in the ground slab, while others say the opposite. What is actually correct?

One could say that both are correct, given their premises.
An uninsulated slab without underlying moisture barrier and increased underfloor heating during the heating season reduces moisture migration up into the slab during the heating season because the slab becomes temporarily warmer than the ground. All else being equal.
And, as mentioned above, turning off underfloor heating in the summer results in greater moisture migration up into the slab than without underfloor heating because the ground under the house becomes warmer in spring/early summer than it would have been if underfloor heating had not been used during the winter. All else being equal.
The greatest moisture migration up into the slab generally occurs in the middle of the house because the ground under the slab becomes warmer the further from the slab's edges you go.
