Type of insulation under floor from the 60s?

Hello!

Curious if anyone else has seen this type of insulation directly against an uninsulated cast slab under a board-raised floor?

Could there be asbestos in the paper?

Found in a split-level house from 1968.

no asbestos it's a gullfiber mat
