According to HusAMA, the tolerance is that the wall may tilt 5% of the height if I remember correctly... The floor depends actually... The subfloor should be +-3 mm/2 meters according to the AMA M chapter, I think it's MB for ceramic tiles... Then, how the tolerance is on the surface layer is another thing... I can imagine it's about +- 1 mm somewhere....
 
Always unfortunate when these problems arise, and that the buyer has to spend a lot of time and worry for their future home. A construction project of this kind should be professionally executed and follow Hus AMA as Mr. Z mentions. A slanting wall...well, those inspecting it say, does it really matter that much, they think! Tiles that don't align - well, I can't help that, says the floor layer, it's the concrete slab that's uneven! And this can go on indefinitely when you end up with people on the build who should be doing something else. I think you should go about this carefully, speaking with the person you've contracted with and the quality supervisor, and express your disappointment and concern. And that you expect them to rectify the errors. If at this point you threaten to withhold the final payment, you can expect the guys to leave the site, and then you'll be stuck. If they are unwilling or unable to fix the errors, you have the right and obligation (building defects insurance) to withhold as much money as you assess the deficiencies and faults to be worth. You can also now call the company responsible for the building defects insurance and ask questions on how to proceed, all to have the matter documented.

I also want to add; take the responses you receive from the insurance company with a pinch of salt, because they are on the same level as the floor layer. If a dispute arises because you're withholding 100,000 for deficiency and faults, the company wants you to send over the money to them, so they can then distribute 12,000 to you as a balm for having to live with the errors, pay out 30,000 to the builder for their claim of 100,000, and the remaining 58,000 the company keeps ;D. There is nothing forcing you to use the insurance, and you don't have to if you withhold the money.
 
It can't be right that the wall is allowed to lean 5% of the height? That's extremely much. 12 cm on a 240 cm wall. 0.5% would sound more reasonable. Does anyone know about HusAMA?
 
if you can't find HusAMA at the library, you can ask the municipal building department for help. It's possible to ask someone in the building department about wall inclinations or to look at the book yourself. Municipal staff are always willing to help the residents, as it's the latter who support the former

Of course that's what it was... Don't know if I should blame tiredness maybe...
