I am going to pour a new outdoor staircase that will then be covered with frost-resistant tiles, what should I consider? Should I use any special additives in the concrete, moisture barrier, etc...
It will rain on the staircase, so it is not protected from the weather. The tiles are frost-resistant in themselves, but water can seep into the joints and may crack the concrete.

Setting compound and joint compound should be for outdoor use. Concrete outdoors is usually not protected with any moisture barrier, but there might be something to mix into the concrete if you don't want the slightest crack in your stairs.
