The concrete ceiling in the laundry room bulges a little, or has some form of bumps. A year ago, we renovated the bathroom located on the floor above.
Right above where it is now bulging, we have the shower.

The craftsmen filled and repainted the surface because it bulges. Could it be the paint that's causing the issue or does it look like water damage?

Impossible to answer using that image. Gently tap the surface with a smaller hammer, and you will likely get the answer if it's a moisture damage, because if it's damp, the paint will likely flake off immediately, maybe some concrete as well.

We have a similar problem but on a different "surface". In this case, it's a closet where the walls are bulging. There are water pipes on one side of the wall, but it is also bulging on another side. When tapped, the paint flakes off and it looks like white "fluff" almost underneath the paint. We have quite a few bubbles.

I am a new homeowner and have moved into a house from 1968. Just discovered this as we removed several shelves in the closet. @Mats-S Any tips on how we should proceed? How should we think/plan?

That doesn't sound good ... you should probably have someone check it on-site.

Does the water pipe run externally on the other side of the wall? And does it have a lot of condensation that can end up on the wall?
When you say bulging, do you mean the bubbles?
White fuzz ... sounds like mold, is it damp under the bubbles?

I would expose the bubble areas to get some facts about the problem, moisture, etc. If it's moisture, you also need to determine the cause to fix the problem permanently. But as I said, a professional probably needs to look at this unless you feel you have the knowledge yourselves.
There are also moisture meters you can use for a preliminary investigation to see if the wall is moisture-damaged. In the best case, it could also be traces from an old moisture damage that has been addressed; the previous owner should be aware of it.
