The vapor barrier should indeed be folded out onto the floor. And then you place the lowest beam on the plastic. Or should the lowest beam be attached one cm from the slab?

The plastic should then be folded out underneath it, and I would either raise it as you said 10 mm or if the sill insulation sticks out, you can place it against that. To be really precise, you should also seal between the plastic and the plate.
