What order of work is recommended?

Smooth the wall, mount the Multipor?

Or is it possible to smooth the wall after installing the Multipor?

As the pictures show, there is previous wood wool that ends a bit below the floor on one wall, and in the middle on another.

Should it be cut so there is insulation on the entire wall? Basement wall with rough plaster finish and partially exposed wood-framed windows. Window sill cluttered with small tools. Ceiling has exposed wooden beams. Basement wall with rough-textured surface, a wooden window frame on the left, and light coming through. Existing wood wool visible at lower wall sections.

Haven't gotten there yet, but will probably straighten the wall first, then apply multipor 👌
