Planning to build an entrance stone staircase with no prior experience.

My thoughts:
The foundation is already compacted macadam. I have 35cm between the ground and the frame, so two levels are required.
What do I do with the area under level 2? Should I cast a concrete slab and lay the paving stones on top of it?
Do I lay the stone (level 2) when the concrete in the "slab" has dried, or do I lay the stone (level 2) when the concrete is freshly laid?
What is used to fasten the paving stones together, also concrete?

Is it the same here that you cast in the middle as I described above?
Here you glue the blocks together, but with what?
Grateful for answers as the vacation starts soon, and lying in the sun is not something we here on the forum do...
