I hope there's someone knowledgeable out there, I'm fixing up a room in the basement, I've read on websites but thought I'd check here as well...

I have, among other things, repaired a wall built with hollow blocks, and channeled cables into an old wall, now to the favorite part (not) of restoring, the question is with what. Not particularly good at this either = sanding. So what do you use? Fiber cement, filler, repair wall, or plaster?

I would prefer something that can be applied as soon as possible, the wall was built a day ago, and something that can be sanded reasonably. What have you used?
 
Apply mortar first if a lot needs to be built up. But not too much as it is barely sandable, then putty with wall putty.
