Spackle basement walls?

I’m going to prepare a room in the basement. I’m going to paint the walls, but they are so unevenly plastered with lots of small holes and such. I would like to have the wall completely smooth before I paint it. Can I putty it with regular sand putty, or are there better ways?

I would have chosen a cement-bound product. Either a plaster mortar or a cement-bound filler. However, check with the supplier first, so you don't get a product that is too strong, as it risks pulling off your current plaster if it is weak.
