Some questions about plastering walls in the basement

I have basement walls below ground level made of leca stones and unfinished walls.
I am going to plaster the interior wall and have the following questions.

Is Plasters C diffusion-open?
Is Plasters C the "right" plaster to use for this purpose? Of course with primer, etc.
