Skim coat concrete stairs

I have an old shabby concrete staircase leading to the basement (indoors). I looked around at various mixtures but I want one that is like "cream" kind of... so it doesn't spread out because then I'd have to make a form for each step.

I need to level out all the steps so there's a smooth surface before painting. Talking a few mm per step.

Any product suggestions?
