How can I replace a treated sill that the garage rests on directly on asphalt? Cast a ledge instead?

Are you 100% sure that it is impregnated? What problem exists today?

Then you should probably focus on solving the water problem. Whether the studs are impregnated in a garage doesn't matter.

Measures that can be taken have been done. But I live in a flood-prone area and want a higher and tighter protection against water intrusion.

Ok. Then maybe you should cast the studs so the water doesn't reach them. Is there a lot of water? Do you have a floor drain in the garage?
