I have planned to use 45x145 as the sill in the exterior walls of my extension but now see that it would simplify the masonry of the basement wall if I can use a thinner sill. 28-35 mm instead of 45 mm.

Are there any obvious disadvantages to doing this?

Not an expert on the subject, but 35mm should work.

The risk I see if you use wood that's too thin is when you raise the wall, you might break something.
 
There will be an upper sill in the wall itself that will be raised on floor joists and edge beams, so there's probably no problem with that. I'm thinking about the sill that's underneath the floor joists and edge beams.
