It is quite obvious that it can't work if there are too large stones in the way. Otherwise, it is certainly useful. How well it works in winter probably depends on how deep it goes. It will likely rust away earlier than a concrete foundation crumbles, but that doesn't always have to be a limitation.
 
Then the surface is considerably smaller than on a plinth, so the load-bearing capacity is likely to be worse, but it is also a question of soil regarding what is needed on that particular land.
