The idea is for the OSB to have a stabilizing effect, so I will fully screw the OSB into the frame. Chipboard screws are available in 28 mm and 43 mm lengths. Instinctively, it feels like 28 mm should be enough, but 28 mm is fully threaded and 43 mm is unthreaded near the screw head. Isn't there a risk of getting air between the board and the frame if you use fully threaded screws without pre-drilling?
 
As you mentioned yourself, the fully threaded one doesn't work well, so I would go with the partially threaded one if I wasn't going to screw with a screwdriver.
 
Can't remember how many OSB I've screwed in my life but always with the intended, fully threaded, chipboard screw. As long as you hold it steady, it grips sufficiently.
 
The problem solved itself when I bought screws. Essve 30 mm long chipboard screws are unthreaded near the head.
