I'm going to glue aluminum strips to a tile-covered outdoor staircase. Shouldn't PL 400 work for this?

Just try to make sure it's tight so that water doesn't get in and freeze underneath... It should hold anyway, but if enough water collects and freezes, it could push the strip loose.
