Do you always cut baseboards at 45 degrees in interior corners?

My carpenter overlaps them, meaning one baseboard extends further than the other.

The joints in the interior corners are not 90 degrees and it's about narrow baseboards 12x43mm.
 
I usually always use 2x45 degrees, or the closest needed to get as tight corners as possible. Google/search here for förkroppa, and you should find plenty of good tips on how to proceed. A copingfoot for the jigsaw is usually recommended, and a flap disc to sand away material.

Well, I mean I know how to do it, the question was more about how people usually do it.

According to my carpenter, it sounded like it was just as common to overlap the moldings as to miter 2x45 degrees.
 
Overlapping butt joints are not worth bothering with, especially not small baseboards.

But outer corners must be mitered, right?

Yes, outer corners are a different matter, it looks odd especially if you have, for example, white moldings.
