Have started working on fixing our rusty balcony beams. (Old rail)

How much needs to be sanded down before painting with Hammerite. It is said that it can be painted on certain rust.

I've removed all loose surface rust and sanded as much as I can. But in the uneven areas, I can't reach more than with a wire brush on a drill.
Does everything have to be completely clean, or is the work sufficient as it is here?

Does that rust eater really help? I am strongly critical of Biltema's products.
 
Have no experience with it but there are probably other brands as well.
 
It works brilliantly. Then I would have chosen a better color than hammerite.
 
Google Brunox. They have really good rust converters that create a protective primer once it has reacted with the rust. Used industrially.
