I have bought a summer house, which is located 2.8m above sea level, with a property boundary consisting of a retaining wall directly by the beach. The existing construction is from the 60s, presumably cast in place with cement, like L-support with drainage pipes. In other words, it is this wall that prevents my property from collapsing into the sea.

We are now planning to update this retaining wall, as we intend to raise the property and build a new house. So to my question; who do I contact, it feels like a fairly specific construction and I know the neighbor paid over 500k SEK for their update (which seems unreasonably high)?

All types of suggestions are warmly welcomed, both on construction and leads on someone I can hire for the job (the property is in southern Sweden).
 
How extensive is this retaining wall? Is there a risk that waves will hit it?
It's not particularly remarkable in terms of execution, but if it's tall and expected to withstand significant ground pressure, you might want to have an engineer look at it as well.
 
It is about 2m high, 30cm deep (I don't know the dimensions of the part of the L that goes in under the ground masses)...but yes, waves hit directly against it and when water levels are high, the water is directly against it. Probably a good idea to consult a constructor
 
If the waves hit directly against it, I would want to build something that goes significantly more than 30cm down to ensure that over time they don't transport enough away to get under the protection and start undermining everything. 30cm sounds like something that could disappear during a single storm in the worst case...

Whether 500tkr is a lot or a little depends on whether we're talking about a 5 or 100m long stretch that needs protection.

We are in Lomma in Skåne, the wall is 20 meters wide, 30cm deep and about 2m high. How far down in depth it goes I do not know...will see if I can get pictures but it's nothing I have at the moment.
 
So 30cm is the thickness, not how deep it goes into the ground...

What is the material in the ground that the wall is currently standing on? Do you know how far down it is to the rock?
