If they are not rotten (soft, compromised structure) or emitting an unpleasant odor that is noticeable, nothing needs to be done.
 
If the wood is hard and healthy you don't need to replace it, wash them off with deck cleaner or green-free if the discolorations bother you.

Step 1 is cleaning with warm water, Yes dish soap, and scrubbing with a brush if you want it clean.
