I'm not quite sure if I understood your question correctly, but I interpret it as you wondering who should provide the right info when you rent a machine, the renter or the employer (i.e., the renter's boss).
It's the employer's (or group manager, unit manager, etc. Some form of responsible person) responsibility to ensure that the renter knows what should be conveyed to the customer, but it's up to the renter to then actually inform the customer.
In other words, the renter is responsible for ensuring the information reaches the customer, but they must have received directives from the boss.

It may be that the information comes directly from product sheets, information from the equipment manufacturer, or other sources. In such cases, it is the employer’s responsibility to ensure that the renter can access this information.

As mentioned, it's difficult to understand your question.
Do you mean the following:
Employee A works for employer A, employer A rents a machine/tool from rental provider B, who is responsible for ensuring the correct information reaches employee A, is it employer A or is it rental provider B?
 
The employer must be the one. It doesn't matter how they acquired the machine.
 
With, for example, Skylifts, the lessor must provide information for that model (I guess because the employer doesn't have detailed knowledge) such as daily testing, battery check, function, etc., while the employer is responsible for ensuring that I am suitable to operate and have the proper training.
 
I think we should leave this question until riftiraff has returned with more information. It is so incomplete that one cannot give a good and correct answer.
