Hello forum!

We are going to tackle a room in the basement of our house built in 1972.

The walls are made of lightweight concrete with wallpaper and paint, which I understand might not be ideal below ground. The drainage seems to have worked so far, but I still want to do it right now that it's time to fix up the room.

After taking down (steaming) the remnants of the wallpaper, you can see that the walls are spackled, so my first question is whether this layer must be completely removed from the exterior walls? (if so, how?)

We want to plaster and paint the walls, and I have read about hydraulic lime mortar, for example, in this excellent thread

There, reinforcement mesh has also been mentioned. However, I am unsure if the choice of material should be the same for our lightweight concrete.
