We removed the sleeve but not the screw and washer and it was quite dangerous to have there. We want to install another handrail. Can we use the screw that is already there? It's from 1989.
Yes, you can, but I think it will be tricky. It really depends on the new handrail. If you're not worried about the threads and want to start fresh, I suggest using a pipe wrench.
