Removal of cleaning hatch

Hello
I have what I assume is a cleaning hatch in the basement that is no longer used since the oil furnace is out of order and the flue is blocked on the floor above to be connected to a stove there.
I need the space where the cleaning hatch is and wonder if it is just to remove it and seal the pipe or if it still serves a function or if it could have something to do with the structural integrity.
