Does anyone know what this material is?
It is a topping on about half of the basement floor, is red and quite porous and easy to chip away.

Maybe some thin floor paint, hard to see. Do you have more pictures?
 
It is like a layer about 1.5-2 cm
Crumbled surface layer about 1.5-2 cm thick next to a white door; a bottle and cable on the floor. A piece of reddish, textured material approximately 1.5-2 cm thick is held in hand, showing rough and uneven edges.
 
It's hard to see in the pictures whether it's an epoxy mixture with colored sand as filler or a cement-based mixture that is dyed, in any case, it needs to be removed if you want to have something else there.
