Hello.

I have a problem with a concrete stormwater well. There are some cracks in it. We will repair them using cement sealant, I believe it's called.

My problem is that we need to raise the well so that it's at ground level. Right now, I think it's 40 cm below the ground. What should I do? Should I cast the elevation or build it up with bricks? Do I need reinforcing bars when casting/building it up? Can it crack if I drill reinforcing bars into the edges?
It needs to be raised by 40 cm.

I've considered that maybe I can fill in with mortar where the inner part is, so it becomes an even surface and then build up the well?

Buy another pipe, I think they are a meter, cut with an angle grinder and stone disc, it will wear a little when the reinforcement comes, but it's simplest and best, least work, seal with some cement at the joint, no casting, it will just cause problems.
 
You mean a pipe with a diameter of 30 cm. That's the hole's diameter. Do you have a link to a hardware store that sells those?
 
Concrete pipes with a 30 cm diameter are heavy. I'm not sure if the well can handle that weight. I have looked at a company called Götlunda betong and theirs weigh 120 kg.

I don't know what to do with the well?

Fill all the way up to the edge of the part that's in the ground and stomp around it so it's firm, then place the cut section on top, it will hold.
