Hello.
Due to the excavation around the house, I'm thinking of adding a row of concrete blocks on the basement stairs to raise the ground outside a bit. The railing that was there before was quite low and embedded in the wall. I have now cut it between the "posts"... the idea is to use these as reinforcement for the new row.

. Concrete block steps under construction with a wooden beam, metal rods sticking out, greenery in the background, and a green hose coiled nearby.

But how should a new fence be attached afterward? I assume the concrete blocks aren't hard enough to drill into?

Use what sticks up through the concrete blocks and attach a wooden fence to it (if so, how),

Cut the rods after the new row and attach a new fence in another way???
