what do you think about building materials like insulation, how long can it be in rain/drizzle?

Gypsum and wood lying under a tarp on wooden beams, it's raining and water is pooling around the tarp, it's likely seeping underneath, should materials be handled this way, it's probably been out for 2 weeks now.

A window now with plastic over it, how long can it stand in rain and rough weather?

Whose responsibility?

Well, my dad had building materials out in the yard from 5 years before I was born until he sold the house when I was 18, so there's probably no time limit on it directly as long as it looks well-kept. Whose responsibility? The owner?

If you're worried, then buy a thicker tarp, just not some thin Biltema crap.
