We have built a brick wall around an insert fireplace, and the brick has been plastered with mortar c.
We would like to keep the plastered appearance but at the same time bind sand/dust so that the surface doesn't release so much upon contact. At the same time, we don't want the surface to become shinier/glossier like it would if treated with clear lacquer.

Is there a product (primer/oil/base) suitable for our situation?

There are dust-binding oils. However, I have never tried them myself. Ask in a paint store and they should be able to assist you.
 
Nordsjö silikatbinder might work, check with them.
 
Drive with a glass of water, binding without it being visible.

Yes, but if you ask for water glasses, they can probably arrange it in 1-liter bottles instead of in a 5-liter container, which is otherwise the smallest package.

How did it go? We've polished our stove in the same way and are considering whether to paint it or somehow keep and preserve the polished look.

We rolled our wall with water glass, it becomes almost invisible (a slightly more glossy surface) but binds the surface effectively.
