I am going to replace the current fence that has rotted with a new one with vertical slats that will be painted white. I want to make it as simple as possible and therefore I am thinking of trying to find pre-primed slats. Can anyone suggest what I should use? Is exterior panel 22x45 a good option? Does anyone know if it's even possible to order pre-painted panels?
 
It depends on how quickly you want it to rot. Those paint colors used on pre-painted usually make the wood rot extra fast.
 
If you want to do it easily (and often), you do just as you planned.

If you want to do it well, you need to get hold of slow-grown fat pine and good linseed oil.

Preferably pressure-treated as well. I cut over 1800 pieces like that with a point and drip nose almost 30 years ago, all have remained free from rot and are still in good condition... a few have been damaged due to a clumsy snowplow driver... but thankfully I had a bunch of spares.

Painted?
 
Painted the year after the installation with real paint from Jotun, it was diluted with white spirit.
