plug/screw in the brick or in the joint? + how to hang ladders etc outdoors

I have Mexitegel on the garage wall and I'm thinking of putting up some kind of brackets to hang ladders, etc.

Should one screw into the brick or the mortar?

Considering how to make brackets for ladders, etc. - haven't seen any outdoor brackets - thought maybe to screw up treated wood on which you can then screw brackets.

Has anyone done a neat/smart hanging of ladders, etc. on a garage wall or similar outdoors?

Screw in the joint so it's easier to fix if you don't want it there anymore. Hooks that are meant for gutters are often seen used as ladder holders on garage walls. Looks quite okay to me, but you can't hang much more on them.
