Found that moisture has gotten under a window in my bedroom and then opened up that wall.

I then see that the previous owner has used plastic on both the outside and inside of the insulation... so the moisture has nowhere to go and just stays in between.

I am now going to tear down the entire wall on the inside; is it enough to cut away the plastic between the studs, or do I also need to remove what's between the studs/drywall on the outside?

I have no desire to tear down the exterior wall now in the winter!
 
It's enough that you remove what you can, the small strips on the outside of the studs do nothing at all.
