You definitely shouldn't have plastic paint on that wall 
But yes, you probably have some issues with moisture/water coming through the wall, but considering where it's coming from, it looks like if it's underground you have problems with surface water or if it's above ground then it's the roof...
I'm guessing underground and problems with runoff and drainage...

It is above ground, and I might have found the problem. I don't know if you can call them rafters, but the beams that hold up the roof stick out a bit beyond the garage. And then it's built in with siding (not my design). The problem is unfortunately twofold; most of the moisture seems to go right through the wall. What do you think about impregnating the outer wall in some way? Of course, I'll fix the hole as well.
