This spring/summer, we bought a townhouse with a partially plastered facade/partially wood built in 2000. As I understand it, it's a Serporoc system with plaster on Rockwool board; I don't know any other construction details.

On the long side of the house (it's a corner townhouse), southeast, there were some damages with detached plaster at the bottom of the facade, and on the backside, east, the plaster had detached by the window sill - here there was a hole straight into the wall. The transfer inspection went well, of course, the inspector pointed out the visible damages without recommending any additional inspection, but I still had a moisture measurement done where the plaster was missing by the window sill - no elevated values. The damages were to be remedied by the sellers before we bought the house.

After the purchase, it emerged that the damage by the window sill had been detached already when the sellers bought the house three years earlier; at that time, the plaster on the long side of the house had also detached. Both issues were repaired back then. Since then, the plaster contractor has repaired the long-side damage several times over the three years (it doesn't seem to adhere), something we were not informed about. For some reason, the plaster repairs do not adhere.

Unfortunately, I recently discovered that the plaster repair on the long side is about to detach once again - the repair done six months earlier. The plaster contractor claims it is due to the weather over recent winters and that they cannot be responsible for the weather.

What could the detachment be due to? What measures/investigations should we undertake? Initially, we want to claim that the sellers have not repaired the damage, as we agreed, because it has come off the facade. What should we do to ensure it doesn’t just become a repair/detachment cycle without the damage being repaired properly and it holding up? Could it really just be due to weather/wind when the same repair has detached repeatedly for at least 3 years?

Perhaps silicone or oil has ended up on the spot so that nothing sticks there? Sounds like a thorough cleaning or reinforcement with some kind of reinforcement is in order?
