Plaster basement moisture

Hi, I've got moisture in the wall with plaster. Do I only need to knock down where it has come loose, or do I need to remove all the plaster?

Only where it has come loose do you need to take action. Is the wall painted, and if so, with what type of paint?

I think it's skilka paint or whatever it's called. Looks like it.

Even if all the plaster hasn't come off all the way to the concrete, should it be scraped off completely there?

Silikat paint?
Remove loose plaster, wet the surface, and apply new plaster such as Weber 135.
