Placing drywall on concrete wall with wallpaper

Hello,

I'm wondering if anyone can provide some information on attaching 13mm plasterboards to my concrete walls with old 70s textured wallpaper (the one with threads up and down).

What should I keep in mind? Glue? What type of glue? Screw?

Ok, reason why you don't put gypsum in a half-basement/sutterräng? It's only 1 out of 4 walls that's underground. Please explain. Thanks!
