I was planning to build a bench in the laundry room where I will place the washing machine and dryer next to each other with a countertop on top. I've seen several solutions for this, and it looks really nice, but I'm wondering how stable the washing machine is in such a cabinet, as they tend to move a bit on the floor when they're spinning? I was thinking of something like this image:
Laundry room with washer and dryer under a countertop, adjacent to sink and shower; modern and sleek design.

With modern machines, it should not be a problem. But it's good to have a couple of cm space everywhere.

We have a washing machine from 2005-2006 but it tends to wander a bit on the floor sometimes. Can you build a frame along the floor so it can't move outward or is there a risk that it will shake apart?

You probably don't want to screw into the floor. Maybe switch to better rubber feet for the washing machine? There are some you can put under like small bowls. In the worst case, you'll have to replace the machine. They typically shouldn't be bouncing around.

I wasn't planning to attach the board to the floor but to the frame at the bottom. Will definitely try those rubber feet first. Any tips on where to buy these?

No edging is needed, just make sure to adjust the feet so that it is level.

I think I bought mine at clas or possibly k-rauta

Over a long period, a washing machine tends to move a few mm. Then it's just a matter of nudging it back to the correct position.
