The chimney is behind the fireplace. One pipe goes up the fireplace and the other pipe is for the exhaust pump.

Distance 16cm. Attaching a new image of the material. Don't know the type of paint, unfortunately.

Wrong paint.;)
Scrape it off and paint with paint suitable for plaster.

It could be that it was originally painted with lime paint and then some other paint, oil paint for example, on top. Then it peels off like this.
 
Since there is 16cm between the stove and the wall, it should be a heat-resistant paint.
