I am going to lay flooring in a sauna. It will be on a plastic mat on the chipboard. Do I have to use flooring chipboards? They are twice as expensive as regular chipboards!

Regular particleboard has no tongue and groove, so the joints won't turn out well. There's a big risk of getting an ugly edge at every joint in the vinyl flooring. Being stingy usually comes at a high price. Use flooring-grade particleboard, and you'll avoid trouble. :)
 
can't you fill the seams?
 
Chipboards are wood = living material that moves when it becomes warm or cold. There should be quite large temperature differences in a sauna, I believe that filled joints will crack significantly and show through the mat if not even causing the mat to crack.
"meckis" has already mentioned it, penny-wise decisions usually come with a high price. How big of a sauna are you planning to build? Normally, it doesn't require so many floor chipboards that the price is a significant factor, right?
