A small update:
We have now test-laid a small section. Glued the subfloor, laid the first 12mm chipboard and screwed it down. Then glued the entire board, laid the next 12mm board and screwed it. Tested laying a loose floor chipboard on top. It was as stable as concrete to walk on, so we'll go with this.
