Hello.
A lot of questions on one single day...
We are going to build a relaxation area in the basement of our house with a hot tub and stuff.
We are going to lay tiles on the concrete floor, tile the concrete walls, and install a new ceiling.
Also, remove the paint from the floor (I've heard it's best), remove the plaster from the walls, and replace the cast iron drain with a plastic drain.
Where do I start, and in what order should I take it?
I’m completely new to this, :-[ but I will make a good attempt to do most of it myself. 8-)

I don't know if you've already seen it, but under the heading "Golv" there's a pinned thread about basement projects, with a lot of information. Additionally, the various tasks are discussed in many different threads on respective topics. So there’s a wealth of information here about what you're looking for!

I’m working on a similar project myself, where a larger laundry room will be transformed into a combined laundry room/relaxation area with a shower, hot tub, and sauna.

Why are you planning to remove the plaster from the walls? Is it in poor condition?
I'm not planning to remove all the paint from the floor either but rather go over it with a sander and then apply a primer.

If you're going to replace pipes and drains in the floor, then it might be a good idea to start with them, as this would likely require some chiseling work, and so on.
 
It is super difficult to say what order things should be done in when you're not in the middle of it yourself. It usually sorts itself out. But, one can give some advice. Since you will be doing some demolition work, like opening up wells, removing paint, etc. - finish all that before you build anything new. It can be tempting to do something you find constructive in the middle of all the mess, maybe build the new ceiling. Don't do that.

When you finally start building new, do it from top to bottom, i.e., the ceiling first, then the walls, and lastly the floor. But, hold off on the finishing layer, i.e., painting, tiling, tiling, until the end. Do it the same way from top to bottom.

No rule without exceptions though - it can be good to build a floor to stand on before doing the ceiling, for instance.

Basic rules: Think first - work later. Trust yourself and take the plunge. Some things will go to h-e, take it like a man!
