Old wrapped insulation around water pipes

Found some tricky brownish material wrapped with copper wire around water pipes. Surely for insulation.

What could this material be?
Don't want to poke around unnecessarily.

Do you think the material might contain asbestos?

Looks like horsehair.

NOW it is happening again. In that insulation, there is no ASBETS so relax. That kind of insulation was used in the past and is a fiber insulation or, as it's said, a horsehair product-
