Need to cut a piece from a windowsill to make room for a loft bed. I would guess it is from the ~70s when the apartment was renovated. It has some form of white laminate/veneer on the top and edges. Underneath is a hard brownish surface. Inside seems to be some wood fiber like particle board? Could there be asbestos in these hard materials?

One of the pictures shows a similar one in another room where the laminate on the end has come loose.

The next question is how to saw with a jigsaw most smoothly without the edges chipping? Tape with masking tape and saw so the laminate is underneath?

With a jigsaw, you don't get straight cuts. Hardly even if you saw with a side guide. Use a handsaw.

Doesn't it splinter more with a handsaw?
 
I don't think so. Keep a shallow angle.
