I have torn out the ceiling in the basement (cold cellar) and will insulate and put up tongue and groove.

Winter has arrived so I want to start in one area while I'm waiting for the electrician and plumber... the problem is just keeping the insulation in place; wind paper holds poorly so I'm considering putting up oil-hardened board on the inner ceiling between the insulation and the basement ceiling. I happen to have a pile left over so it doesn't cost me anything.

However, I don’t want to risk any moisture problems... Is it a good or bad idea?
 
Yes, it should work the same way as when insulating floors over a crawl space and laying subfloor panels.

Do you have proper ventilation in the basement?
 
Yes, there is no shortage of ventilation, open a little here and there....
